I rise in strong support and commend both the chairman and the ranking member for bringing this resolution to the floor. I think all Americans, indeed all free-loving people, come together again on the third anniversary of that dreadful day, forever to be known as 9/11, or September 11, to pay tribute to the victims who died, so many heroically, and all of them innocently, on that fateful day. I cannot help but think that on September 11 people around the world will take a moment to remember what that day was all about, and I cannot help but think about what was happening 3 years ago today. Three years ago today, a bunch of individuals who were barbaric in nature put together the plan, the final touches that would lead ultimately to the death of almost 3,000 innocent people and how they scurried about the country, here, the United States of America, once thought to be not possible. In fact when they built the World Trade Center, no one ever contemplated an attack on our own soil; but that is what happened. These barbarians, after reaping the fruits of what America had to offer, decided to take those planes and use those planes as missiles and kill innocent people just going about their lives, too many of whom I had the privilege to represent in Staten Island and Brooklyn.

If there is any issue that we all could come together on, despite the many disagreements that exist, is the notion that the American people should be as best protected as possible. I hope that this bill does just that. Importantly, I thank…

I think I speak for many, the AMT is a problem, and it is a problem for 52,000 people living in Staten Island and Brooklyn, many of whom, by the way, are small business owners, are those firemen and police officers and teachers who are…

on rollcall Nos. 322, 323, 324 and 325, I was unavoidably detained. Had I been present, I would have voted ``aye'' on all four votes. ____________________
