Let me remind my colleagues again that 369 of them voted just a few months ago to support the almost identical legislation. The reality is that if you vote against this amendment you are going to continue to allow noncitizens to influence the electoral process in this country. I submit, Mr. Chairman, and every colleague of mine in this House that what the American people want is for United States citizens and United States nationals to control the process, to vote and to contribute. If we vote no on this amendment what we are saying is that noncitizens can continue to influence the American election. If we vote yes on this amendment what we are saying is United States citizens, United States nationals, have the right to contribute, have the right to vote, have the right to influence our process.
