Should we not use this as a catalyst? I mean, and not just talk about conversations and not just talk about yes, we are looking at it and we are studying it. Let's do it.
So I guess my fundamental question, Mr. Poltak, is if the EPA is willing to do it for the communities that I have cited, and I am sure there are others, why is it that there is not the capacity to do it for other communities?
The other path would call for tough choices but would recognize that wise investments in our Nation's infrastructure and our communities will have lasting rewards.
We do want a rule that restricts the scope of authority under EPA, based on the Supreme Court rulings that both have said that their scope is not unlimited.
