The second trend highlighted at this morning's hearing focuses back on the Congress and how the Federal Government has stopped making significant Federal investments in improving our Nation's water quality.

the President's budget does not deliver on these initiatives.

However, I am troubled by the tone taken by this Congress in carrying out its oversight activities of the current administration.

What we are dealing with here is we are proposing a solution that not only does not solve the problem, it exacerbates the problem.
