I am concerned about the President's budget request, very frankly. I am even more concerned about the budget proposal that we are going to vote on later this week, which in many ways will drive the conversation going forward, and I am referring to Chairman Ryan's proposal, which as I said, cuts Function 300 by 18.5 percent over the next 4 years.

The second trend highlighted at this morning's hearing focuses back on the Congress and how the Federal Government has stopped making significant Federal investments in improving our Nation's water quality.
I hope we can all agree that is a good thing, and I hope we can also all agree that that improvement would not have happened were it not for the Clean Water Act.
So I guess my fundamental question, Mr. Poltak, is if the EPA is willing to do it for the communities that I have cited, and I am sure there are others, why is it that there is not the capacity to do it for other communities?
Should we not use this as a catalyst? I mean, and not just talk about conversations and not just talk about yes, we are looking at it and we are studying it. Let's do it.
