I would like to take this opportunity to state my opposition to Congressman Martinez's amendment, the Private Security Officers Quality Assurance Act of 1993, to the Crime Bill. The National Association of Police Organizations, the International Brotherhood of Police Officers and the Fraternal Order of Police all oppose this amendment because it unwisely steers Congress to concentrate on private security officers to the detriment of public safety officers. Congress' emphasis in this crime debate has been on increasing legitimate police presence in communities, this amendment diverges from that path.
