What it does is, it frees up the police officers. It does not add new police officers. Let me just say that the mayor of the city of New York has that very same discretion to utilize those funds to accomplish the very same purpose and, more importantly, additional purposes. Something that was left our of last year's crime bill, in terms of the allowable uses of funding for officers such as the city of New York, would be that police officers who can be hired and trained now could be used to enhance school security measures and establishing crime prevention programs that may include things like citizen patrol program, sexual assault and domestic violence programs, programs intended to prevent juvenile crime, using our existing police officers to expand their abilities to deal with the growing and different trends of crimes in our streets and particularly in the city of New York. I think this is a very valuable allowable use of crime prevention funds that will enable our police officers, maybe not to add an additional person, although I do not think last year's crime bill will have added an additional person, but to allow those police officers to accomplish their jobs in a much more professional and dedicated manner. I offer my wholehearted support to these improvements made in this particular area of the crime bill.
