I will not yield. I only have a little bit of time. They did not do it. Now what we're saying is we have got to try something new because what was tried before, didn't work. We need a change in policy. So what we are saying to the oil companies is use it or lose it. Drill what you have the right to drill, explore where you have the right to explore, and if you're not willing to do that, we will find somebody who can. It's time to put the sound bites aside and give real relief to the American people. The fact of the matter is that the policies that have been tried, have failed. I am not saying that anybody has committed wrongdoing, I am just saying that they have pursued the wrong policies. The right policy is to put the American people's pocketbooks ahead of the oil company profits. Use it or lose it. That's what we are doing today.
