“let me say how wonderful it feels for me to be in this Chamber and to hear a broad base of support for this incredibly important piece of legislation. On the right, on the left, there are things that we love about this bill. Mr. Chairman, I want to thank the gentleman from Texas (Chairman Archer) and the gentleman from Iowa (Chairman Leach) for their leadership in helping to refine this bill. I also want to thank the ranking members, the gentleman from New York (Mr. Rangel), the gentleman from New York (Mr. LaFalce), for all of their work. I want to thank the people who created the original dream of this bill, the gentleman from Oklahoma (Mr. Watts), the gentleman from Missouri (Mr. Talent), and the gentleman from Illinois (Mr. Davis), for their persistence in moving this bill forward. There are so many people to thank, including the gentleman from Pennsylvania (Mr. English) for his remarkable help, and I am very proud to have played a role in the development of this legislation.
