As a small business guy, I had a pretty simple principle I tried to live by. You know, if it does not work, stop doing it. If it is broken, fix it. If it is in the way, get it out of the way in to be able to get the economy moving.

The bottom line is this is not working, and people are not incentivized to use it.

the EPA is now our enemy, not our friend.

What you are really describing is a race to the bottom, an opportunity to bid virtually against yourself, taking a risk that may be inappropriate in the moment.
