The text of the amendment is as follows: At the end of the bill, add the following new title: TITLE IV--AVOIDING INCREASED LITIGATION AND DELAYS IN CLEANUPS SEC. 401. AVOIDING INCREASED LITIGATION AND DELAYS IN CLEANUPS. This Act shall not take effect if any provision thereof would increase the potential for litigation, reduce the amount of funds available for the cleanup of contaminated sites, or delay the implementation of any such cleanup.
