It is now in order to consider amendment No. 11 printed in part B of House Report 116-366. Miss RICE of New York. Mr. Chair, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 37, lines 1 through 4, amend subsection (e) to read as follows: ``(e) Authorization of Appropriations.-- ``(1) In general.--There is authorized to be appropriated to carry out this section not more than $125,000,000 for each of fiscal years 2020 and 2021. ``(2) Special rule.--Of the amounts authorized to be appropriated by paragraph (1), $25,000,000 are authorized to be appropriated for each of fiscal years 2020 and 2021 for grants under subsection (a) to pay for capital costs associated with the implementation of eligible treatment technologies during the period beginning on October 1, 2014, and ending on the date of enactment of this section.
