I don't know because it was messing with the Constitution. And The Wall Street Journal advised, don't mess with the Constitution, leave the Constitution out of this. And there were those who were economic advisors to President Reagan who said this is frightening--the exact words were very denouncing. And so no one took that seriously. And we spent hours here debating on a format that adjusts the Constitution, and some of the best minds who have worked in government from very conservative perspectives have said this was a wasteful measure.
