I thank Congressman Boswell and Congresswoman Sutton for their amendment and their efforts to improve the bill. This amendment encourages applications from economically distressed areas and helps ensure the competitive research proposal submitted from companies in this area will receive valuable early stage funding. The amendment will strengthen the SBIR program, and has the potential to spur entrepreneurship and create jobs in distressed areas.
