I am very pleased to accept the gentleman's substitute. I appreciate my colleague, the gentleman from New York (Mr. Crowley) expressing my views on the importance of the ability to respond to emergencies such as happened in India and Gujarat, and I am very pleased to work with the chairman to direct AID to direct the funds of $10 million towards this account.
