I hope that we can convince our distinguished chairman that since there is precedent for the Federal Government becoming a partner in building prisons and a partner in building roads and highways, that together we can work to address this serious issue in all of our schools. If we can be a partner in providing computers for our schools and other modern technology, I would hope we could work together to be a partner in what many of us feel is of vital national interest.
