Frankly, it is unclear to me why the administration would choose to reduce our commitment to our closest neighbors at a time when overall foreign aid is increasing. Additional funding would enable vital education, maternal and infant health, and democracy and agricultural programs to be restored. It is my hope that the administration's fiscal year 2006 request will reflect the clear interests of Congress at a robust level of funding for Latin America, as evidenced by the gentleman's amendment. I want to conclude by saying, I share our chairman's deep commitment to Latin America. We thank the gentleman for his comments on this issue, and we assure the gentleman that we are going to work together to make sure that Latin America gets the assistance that it rightly deserves.
