I have a problem with the offset. Therefore, if you will withdraw this amendment, I would be delighted to work with the gentlemen as we approach our conference in increasing money for this very important need. ... I would ask, in exchange for withdrawing, that we try to come as close as possible to the number I have requested and that that money be directed towards the threat that Mr. Cuellar and I see so often down in a border State.
