Our national security is strongest when development, diplomacy, and defense are equally prioritized. This amendment undermines United States leadership and diminishes our engagement in the world. Mr. Chair, I strongly urge my colleagues to oppose this amendment, and I yield back the balance of my time. The Acting CHAIR.
