I support the amendment of my colleague from New Jersey. [...] nonpoint-source pollution is a major cause of water quality impairment. In fact, polluted runoff is the number one water problem nationwide, causing beach closures, fish kills, oxygen depleting algae bloom, shellfish harvest restrictions. The pollution takes a significant toll both on the environment and the economies of our coastal areas, an area where more than 50 percent of the United States population lives. To tackle this threat to our coastal areas, this bill is very, very important, Mr. Chairman, and I urge support for my colleague.
