Some decisions are just too important to be based on fear of political repercussions. That is why it is gratifying that President Obama heeded the advice of the Institute of Medicine and concluded that given its importance to women's health, contraception should be covered by health insurance as a free, preventative service for all American women. To accommodate religious institutions, the administration appropriately exempted places of worship from requirements to cover contraceptives in their health plans. The rule strikes a delicate balance respecting the rights of both religions ideologically opposed to birth control and American women. Let me be clear: No one will be required to use contraceptives. The rule simply allows women to exercise their own conscience when it comes to their health, and the vast majority of American women already do. It would be a grave mistake to make it more difficult to access medically recommended services for the 99 percent of all women who have used contraception in their lifetime. The administration was absolutely right to stand up for women's health by protecting access to contraception. I yield to Congresswoman Slaughter from New York.
