MEPPA offers the one thing that has always stood between proven civil society initiatives and widespread change: the promise of sufficient peacebuilding resources.

We cannot allow a return to a familiar and unstable status quo which repeatedly increases violence and animosity while rendering a final resolution of the conflict impossible.

I urge this Subcommittee to continue its longstanding support for critical people-to-people and peacebuilding programming.

We must address this situation head-on.
