I just want to make a point to my friend on the other side of the aisle: the bill before us today is a bipartisan bill. There was strong support on both sides of the aisle. The chair and the ranking member worked together in a collegial way because this bill is so important for our country. The problem here is, after this bill and Homeland Security, there's nothing left. Education, National Institutes of Health are in a bill that's going to be cut 22 percent. So, my friend, the issue is not these bills today; it's the process and the fact there isn't a complete plan in place.
