Mr. Speaker, I yield myself such time as I may consume. Before I yield to our next speaker, I just want to make our position very clear. The solution to the Trump shutdown is simple: Reopen the government; pay our Federal employees; and then we can negotiate, Democrats and Republicans. Our proposal will form the basis for these eventual negotiations. Let's open the government and then get to work.
