I thank the distinguished ranking member, and I want to make it clear that I agree with the gentleman from New York, the ranking member of the Financial Services Subcommittee, and our colleague, the Delegate from D.C., that the language in the bill does not block either decriminalization of marijuana or the referendum on legalization.
