I just want to reiterate again to my colleagues that I look forward to working in a bipartisan way with the distinguished chairman of the Committee on Appropriations to move the process forward. I particularly think, because it was just mentioned by the previous speaker, that for us not to increase the appropriations to the National Institutes of Health--this is just one area of the bill that came through the committee in the committee process. This means research for a whole range of illnesses, whether it is autism or diabetes or heart. We have a responsibility to lift these caps, negotiate a really good bill, and provide adequate funding for the American people. This is important for their health, for their work life. We have to be sure we are investing so we are creating jobs and keep the economy moving. I look forward to that process. Mr. Speaker, I yield back the balance of my time.
