I take this amendment very seriously, and I do not believe that my colleagues should just treat it as an aside. The vast majority of funding in this bill was requested by the President and will be granted by Congress to help bolster the war on terrorism, and whether resources go to secure our Nation's borders, improve transportation security, help our men and women in uniform in Central Asia or alleviate the poverty and instability that provides a breeding ground for extremism, all of our oars should be pulling together against terrorism. And providing assistance for Israel, our ally, in that part of the world, is just one part of the campaign.
