The Clerk read as follows: Mrs. Lowey moves to recommit the bill, H.R. 5441, to the Committee on Appropriations with instructions to report the same forthwith back to the House with an amendment providing for an additional $750 million for state and local formula based grants and high-threat, high-density urban area grants so that no state or urban area receive funding below what it received in 2005 or 2006, whichever is higher, and offset by a 1.8 percent reduction in the tax reduction resulting from the enactment of Public Laws 107-16, 108-27, and 108-311 for taxpayers with income in excess of $1,000,000 for calendar year 2007.
