Well, I think it is worth noting that in fiscal year 2000 Medicare and Medicaid provided $82.1 billion, 60 percent of the money spent, of the $123 billion, spent on long-term care services. We have a basic question here. If we do not put incentives in for individuals, our public resources will be depleted. It is in that spirit that we offer the legislation.
