I think the observation to make to the good people of New Jersey is the gentleman from New Jersey, who fails to understand that, it is not so much that he is a product of New Jersey's system of education as much as he has adopted the old math, I will call it, the old math of the Washington bureaucracy, where a reduction in an anticipated increase is called a cut.
