I would be remiss at the outset of my remarks if I did not publicly acknowledge a debt of gratitude to the gentleman from Pennsylvania (Mr. Weldon), who has been at the forefront of explaining to the American people and many of his colleagues in Congress the necessity, the imperative of a strategic missile defense, who has been among the leaders in understanding a prospective missile defense system, who has gone many times to the former Soviet Union, now the Russian Republic, to establish dialogue with the members of the Duma there, so, in the words of Dwight Eisenhower, once Americans and Russians get together they can understand what is at stake here. But more compellingly tonight, Mr. Speaker, our colleague at the outset of his remarks framed the question most appropriately and eloquently when he said, Mr. Speaker, this is a problem that does not confront us as Republicans or Democrats; this is a security concern for all Americans.
