When our friend steps to this floor and advocates the notion of sunset, he does not imply that every bit of government will sunset. He simply asks for increased accountability. That is important. That is one of the notions behind our Congressional Responsibility Act that I would like to outline, Mr. Speaker, for those who join us during this time this evening, and that is also something that I think we can make manifest in rules as we reevaluate our budgetary process.
