Mr. Speaker, when a prescription is written by a physician, there is not an inquiry as to partisan affiliation or political persuasion. A decision is made that a medicine is needed. The question tonight in this House is how best can that delivery be achieved. Economic conditions are the overwhelming criteria upon which this must be decided. My friend from Arizona spoke earlier, and he was quite right. An unfair tax has been levied on Americans. We have borne the costs that should be shared with others. Oh, yes, and we already subsidize many of those costs and we also have a research and development tax credit that exists currently in the Tax Code. Vote ``yes'' on the Gutknecht legislation. Let us seek a rational solution.
