But, Madam Speaker, it is worth noting that our words and observations tonight carry to the American people not a paranoia, not a panic, but a clear, strong resolve that at long last those of us who are given the constitutional authority to provide for the common defense understand the clear and present danger that confronts our constitutional Republic. We take no glee in it, we wish it were not so. But as former President Reagan said, facts are stubborn things, and as my junior colleague from California points out and the bipartisan words of the Cox committee report, there are disturbing conclusions drawn that force us to reassess our national security, that force us to reassess our trade policy, that force us to reassess the affairs of state that ofttimes come under the heading of foreign policy. The challenges are real. No amount of spin, no amount of economic prosperity, no amount of lip-biting and empathy can obscure them from any quarter.
