Sanctions should be tied to behavioral change.

We know Iran has backed Hamas and Hezbollah for years. We know Iran's stated intent is to wipe Israel off the face of the earth.

The Administration describes corruption in Moldova as endemic. But I do not think that is something that we should accept.
