I completely understand the need for actuarially-sound programs. But I think where we are missing it is the balance between actuarially sound and functionally and practically sound.

I believe a dramatic rate increase like that will discourage investment and entrepreneurship.

I think this is a perfect example. Right now, the way it is, we are giving an incentive for people to get in their cars, single occupancy in cars, as opposed to using public transportation. That seems backwards to me.

Would you agree that if the E.U. does this exemption, it would limit the competition in services for U.S. businesses in an undesirable way?
