I deeply appreciate that sentiment on the part of the gentleman. I know that he is sincere. However, if that procedure is to be adopted, we ought to have a vote on it now. Now is the time to make that decision, because I do not know that at some point in the future the gentleman may change his mind or at some point in the future he may not be recognized or some other event might intervene between now and then. I think that that decision ought to be made now.
