I want to say, also, how much I support the amendment that was put forth by the gentleman from Wisconsin (Mr. Obey) to provide for the kind of domestic security which we now know we so desperately need as a result of the attacks that occurred on September 11 in New York, in Virginia, and the plane crash that occurred in Pennsylvania. Speakers before me have stipulated, I think, in precise and clear detail why this amendment that the gentleman from Wisconsin has put forward is so important to secure the safety of Americans all over our country. And so the rule that comes forward should make in order that amendment. The Members of the House ought to have an opportunity to express themselves on the issue of the funding of domestic security.
