Every citizen of this Republic has the right to expect ethical behavior from every other citizen, but particularly every citizen of this Republic has the right to expect ethical behavior from everyone who is placed in a position of prosecutorial responsibility. Nowhere else in the system of government is the requirement to adhere to a strict, clear specified code of ethics more important than those who have been entrusted with prosecutorial responsibilities.
