The gentleman must know that the rider says, ``Without regard to any provision of law,'' and so it overrides the entire process. This document represents the agreement that is about to be signed within the next couple of months by everyone involved. This is the process that has been engaged in. What happens is that this rider overrides this whole process and throws out the law.
