I think that he is not providing the opportunity that many people in this House earnestly desire and I think the people of this country earnestly desire, and that is a fair and open exchange on the merits of this resolution. I ask, how can we have a fair and open exchange on the merits of this resolution when those who are opposed to the resolution, regardless of what party they may belong to, are not provided the opportunity to make their case? They are only given a fourth of the opportunity, while those who favor the opposition are given three-fourths. This is inherently an unfair circumstance.
