I think this bill comes into the category of vamp until ready. Obviously, we all understand... we are considering a resolution that shuts out consideration of a meaningful bipartisan substitute that would improve school facilities across the country.

Please, please do not let the NEA get killed. I feel like I have been begging you forever.
It simply does not let us off the hook that we say we are really sorry it happened if we don't try to make sure it doesn't happen all the time in the country.
We cannot allow this to continue. We owe it to these children to ensure our Nation's foster care system does all it can to protect them.
These are victims in the strongest sense of the word, the children who have been preyed upon by those who would take advantage of the situation.
