Mr. Speaker, sponsors of the bill do claim that this is just a simple clarification of existing law, but that is absolutely not the case. This is an enormous change in Federal law and would represent an unprecedented intrusion by Congress onto State and local rights. We need to think about that. Mr. Speaker, all of us believe in life. Some of us simply believe that women should have the right to choose to live as well.
