let me take just a moment to say to my friend from Oklahoma that when the Democrats were in charge here we would take up to 2 weeks in the Rules Committee looking at the defense bill which was almost always open because we all recognized the importance and that is where we spend the money. We didn't rush bills out the door in those days, and I long for them. Mr. Speaker, I yield 1\1/2\ minutes to the gentlewoman from California (Mrs. Capps).

I think they are probably the hardest-working people on the Hill, but they are also in demand in the City of Washington because of the skills they could bring to a better job with much higher pay.
These are victims in the strongest sense of the word, the children who have been preyed upon by those who would take advantage of the situation.
Passengers deserve only the best-trained pilots, and I commend Secretary LaHood and Administrator Babbitt for recently ordering the FAA inspectors to ensure that regional carrier training programs are complying with the Federal regulations.
Thousands of lives are at stake daily, and these pilots must be compensated properly to ensure that we attract the people who can fly the planes adequately.
