If you tell the House you do not want to move on a vote on the rule, control of the House floor will revert to the opponents of the rule for a vote on an alternative course of action. We would use the opportunity to instruct the leadership by majority vote of the House to bring campaign finance reform to a vote under an open rule by the end of next month. This is a substantive vote and the place where you can tell the leadership you want campaign finance to be a priority on the House agenda.
