the Frank substitute resolution expresses Congress' support for intelligence and law enforcement programs that track terrorists and terrorist finances and are conducted consistent with Federal law and with appropriate Congressional consultation. Vote ``no'' on the previous question so we can consider this resolution instead of H. Res. 896. Again, vote ``no'' on the previous question. Mr. Speaker, I yield back the balance of my time.
