I have reviewed the recently introduced legislation by Congresswoman Velazquez, and I believe that Congress should pass this legislation or adopt many of these ideas into the final reauthorization bill.

This isn't about abandoning environmental protection, it's about achieving it through innovation and not strangulation.
They have essentially acted as if they control the power of the purse, but very clearly written into the Constitution is the separation of powers that grants Congress and Congress alone the power of making funding decisions.
So how would this not be a treaty? Under the definition you just provided--see, the thing is that you would then have to submit to Congress, and then it would have to be ratified.
Our goal at EPA is going to be to remediate these environmental issues directly.
