“Mr. President, I am pleased to join Senators Vitter, Coons, Blunt, Landrieu, Leahy, Warner, and Murray in introducing the Cyber Warrior Act of 2013 to build Cyber and Computer Network Incident Response Teams in the National Guard. This bill would establish a Cyber and Computer Network Incident Response Team, CCNIRT, in each state and the District of Columbia, which could provide a scalable response, called into support by the Governor in case of a domestic initial response or by the Secretary of Defense in a Title 10 status when the situation warrants it. These teams would combine both Active and Traditional Guard Members, thereby leveraging the private sector IT expertise and experience. The use of the Guard would also support the goal of retaining the cyber training of military personnel when they retire. The bill would allow the Guard to further develop cyber capabilities to address existing and potential future surge needs. This bill would also allow the National Guard to support existing DHS, DOJ, Secret Service, and State and Local cyber efforts with their unique capabilities and expertise, as well as leverage their private sector expertise. The Guard members under this bill would add to existing Guard end strengths. The funding to support this mission is intended to be born by the active duty, but not incur any new budgetary authority.…”
