Anyone who tries to tear that apart will be met with the full force of the law.

Because New York is the kind of state that wants to not just be first, but be the first to get it right. So what we do here will certainly be a model for other states.

That appears to me on its face to be a violation of civil rights to cause that kind of physical harm to an individual regardless of what the offense may be.
