What I realized is that we need to have statewide, a statewide system for records. I'm sure every member of the law enforcement community standing with me here today would tell you how frustrating and exasperating it is all the time spent record keeping, tracking data, when they want to be out there doing the work of protecting the community.

I would say what changed was talking to the localities and realizing they don't have the negotiating ability...
Anyone who tries to tear that apart will be met with the full force of the law.
Because we need local cops hunting down criminals, not kindergartners. Breaking up drug rings, not breaking up families. Arresting gun runners, not grandmas.
I want to make sure that New Yorkers succeed as well. So it's not a one-way street.
